Abstract
NA - A cursory glance at the performance of the existing training institutions, especially when compared with a couple of foreign examples, clearly revealed that their impact was not being effectively felt. This was attributed to a number of reasons. Firstly, the concentration of all the existing training institutions in the southern part of Ghana was to the detriment of potential users in other parts of the country. Secondly, some of them, because of their international commitments could not afford to devote satisfactory attention to the nations needs. Thirdly, modern means of instruction involving the use of computers for instance, were not being fully explored. Having established the need for another training institute, a comparative study of a few local and foreign examples helped arrive at an optimum number of participants that could be trained at any given time - 200.
