Abstract Der Darfur-Konflikt. Macht und Ohnmacht der humanitären internationalen Hilfe und die Relevanz des Code of Conduct. Die Humanitäre Hilfe, zu der auch die Sicherstellung der Gesundheitsversorgung der Bevölkerung zählt - wie im Code of Conduct von den großen Internationalen Hilfsorganisationen festgelegt - sieht sich angesichts der wachsenden politischen Instabilität und der Zunahme der bewaffneten Konflikte mit Problemen konfrontiert, die ein Überdenken der Einsatzkonzepte erforderlich machen. Insbesondere die "Neuen Kriege" einhergehend mit der Entstehung gewaltoffener Räume und die Bedeutung der Kriegsökonomie für die Warlords stellen eine neue Herausforderung für die Humanitäre Hilfe dar. Am Fallbeispiel des Konfliktes im Darfur wird beleuchtet, welche Wechselbeziehungen es zwischen den Aktionen der Humanitären Hilfe und dem Konflikt gibt. Neben der Analyse der sozio - ökonomischen Auswirkungen ist zu klären, ob eine politische Dimension der Aktionen existiert und welche Rolle den internationalen Hilfsorganisationen bei den gewalttätigen Auseinandersetzungen bzw. bei den Bemühungen um eine Konfliktlösung zukommt. Ist die humanitäre Hilfe, die auch immer eine Form von externer Intervention bedeutet, Frieden fördernd oder Konflikt verschärfend? Inwieweit beeinflusst die Präsenz der internationalen Hilfsorganisationen den Konflikt und können die Maßnahmen der Akteure weitere Konflikte provozieren? Wenn ja, entlang welcher Linien brechen diese Konflikte aus? Um dies zu klären, ist eine Macht- und Interessenanalyse der am Konflikt beteiligten Gruppen notwendig, sowie eine Analyse der Strategien der Hilfsorganisationen. Die vorliegende Arbeit zeigt auf, welche Auswirkungen die Humanitäre Hilfe auf die Konfliktdynamik hat, wie die Hilfskonzepte an die neuen Konfliktformen angepasst werden müssen, um auch unter extremen Bedingungen, wie im Darfur, eine effiziente Hilfe leisten zu können. Außerdem wird untersucht, ob es möglich ist, eine Instrumentalisierung der Hilfe zu vermeiden, um nicht neue Konflikte zu provozieren. Inwieweit hat Humanitäre Hilfe Auswirkungen auf soziale Umwandlungsprozesse, auf Überwindung von Grenzen, die innerhalb einer Gesellschaft bestehen? Ausgehend vom Fallbeispiel des Darfur wird ein Konzept für die Arbeit von Hilfsorganisationen und ihre Beteiligung am Friedensprozess in Konfliktregionen aufgestellt. - The Darfur Conflict. The power and weakness of the humanitarian international aid and the relevance of the Code of Conduct Due to the increase of political instability and armed conflicts the humanitarian aid which is also responsible for the health care of the population-as it is written down in the Code of Conduct of the big international humanitarian aid organizations- is confronted with problems requiring an over thinking of the working concepts. Especially the "New Wars" influenced by the coming up of "areas dominated by violence" and the importance of war economy for the warlords mean a new challenge for the humanitarian aid. With the case study of the conflict in Darfur the relation between the actions of humanitarian aid and the conflict is explained. Besides the analysis of the socio-economic effects the intention is to explore whether a political dimension is existing and which part the international aid organizations have regarding violent conflicts or during the effects for finding a solution of a conflict. Is the humanitarian aid which always means as well some kind of external intervention peace promoting or increasing a conflict? How far is the presence of the international aid organizations influencing the conflict and is it possible that actions of the humanitarian workers are provocating new conflicts? What kind of new conflicts are breaking out? In order to explain these questions an analysis of the power and interests concerning the groups involved in the conflict is necessary, as well as an analysis of the strategies of the aid organizations. The analysis explains which effects the humanitarian aid has on the dynamic of the conflict and how the aid concepts should be adopted to the new conflict forms in order to be able to do an effective work even under extreme conditions like in Darfur. Besides this it is explored whether it is possible to avoid an instrumentalization of aid because otherwise new conflicts might be created. How far has humanitarian aid effects on social changing processes and overcoming of borders which are existing in a society? Putting the case study of Darfur ahead a concept for the work of aid organizations and their participation at peace in conflict areas is developed.
