Abstract
Countries of the world are seeking for identity within the global information society. Much has been achieved in developed countries to transform industries and nations into information and knowledge based societies. These technologies have stimulated the growth of national economies and kept them continuously growing. But the information and communication technologies (ICTs) continue to present a complex set of challenges for developing countries such as Namibia. Though they are novel effective tools to help advance national ideals of sustainable development, addressing these challenges has proven exceptionally difficult, especially for individual institutions of the South. |
