Abstract
This project focuses on the determining factors of EU development aid to Sub-Saharan Africa. Claimed to be a normative power by Manners, the EU promotes values such as democracy, good governance, etc through development aid. These values are identified by the EU as essential for development. On the other hand, the market basis and regulatory strength of the EU cannot be discarded as shaping their external policies, which Damro argues gives the EU a market power. The normative values can be traced in the aid relations between the EU and the aid recipients, and also in the declarations by the EU. This portrays an idealistic side to aid with immaterial motives. However, in the implementation of these policies, inconsistencies by the EU can be identified. The EU proclaims to be committed to the promotion of these values, nevertheless security and economic interests, along with the concerns on aid effectiveness seem to play a role in the allocation of aid. |
