Abstract
For the last decade the international society and especially the United Nations (UN), have tak-en the responsibility to prevent conflicts from escalating in fragile, resource limited states. In particularly the case of the United Nations Mission in South Sudan (UNMISS), conflict pre-vention has been a key benchmark. Existing literature on conflict prevention describes how timing the various conflict prevention instruments are a critical component to further developments in the cycle of the conflict. Also a deep knowledge of the conflict itself is essential for securing a rightful implementation of con-flict prevention. Thus this case study seeks to uncover how the implementation of structural- and operational conflict prevention, implemented by UNMISS, can be explained by conflict prevention theory using the conflict in South Sudan from July 2011 to May 2014 as point of departure. In providing an explanation, the study combines conflict prevention theories by including an analysis of the deep root causes of the conflict, identifying the type of conflict and by develop-ing a conflict cycle, illustrating the case of the conflict in South Sudan. This analysis is based on a document analysis consisting of both official UN documents and independent reports. In order to verify the empirical foundation utilized, existing academic literature is also included in the study. Theoretical indicators of structural and operational conflict prevention help to clarify what kind of conflict prevention, the UNMISS used at a particular given time in the conflict cycle. This study finds structural and operational conflict prevention was not implemented as pre-scribed by prevention theory, why UNMISS does not fulfill the theoretical criteria necessary for successful implementation. Thus the theory of conflict prevention fails to explain how con-flict prevention was implemented by UNMISS. Unless the theory is to be rejected, other fac-tors than the theoretical prescribed must have been the cause of the implementation made by UNMISS. |
