Abstract Enhver nation ønsker at opnå universel adgang til teletjenester på grund af dets betydning for økonomien og nationale liv. Desværre i Afrika syd for Sahara, teletjenester er enten sparsomt eller ikke-eksisterende i landdistrikterne. Imidlertid har tidligere telekommunikation politikker aktiveret levering af forskellige netværksteknologier i Afrika. Hvilken form for politik er nødvendig for at skubbe disse teletjenester i landdistrikterne? Denne artikel diskuterer vigtigheden af â€‹â€‹at udstede en bruger gratis Spectrum politik som et incitament til små telecom netoperatører i Afrika. Ghana er brugt som en prøvesag.
