Title As tecnologias como fator critico de sucesso das institutições governamentais do Estado de Cabo Verde

Abstract É verdade que, na literatura organizacional atual, os fatores críticos são as capacidades dos funcionários, os relacionamentos internos e externos e não mais o capital, os recursos naturais ou mão-de-obra. Empresas e instituições públicas e privadas de muitos países estão a introduzir as Tecnologias de Informação e Comunicação nos seus serviços. O presente estudo teve como principal objetivo perceber até que ponto as tecnologias são fatores críticos de sucesso dessas instituições. Perceber o papel das tecnologias na forma como hoje o modelo de negócio é feito, até que ponto sem as tecnologias não haveria sucesso. Por meio de entrevista e questionários foram identificados os fatores críticos de sucesso na perspetiva dos seus gestores e utentes, prospetando possíveis perdas de conhecimentos, efeito na imagem e, para isso, foram realizados três entrevistas com três gestores de instituições não governamentais do Estado de Cabo Verde: a Imprensa Nacional de Cabo Verde (INCV), Hospital Doutor Agostinho Neto (HAN) e a Direção Geral dos Serviços Notariados de Cabo Verde. Há indicadores fortes que mostram que as tecnologias estão a ter um papel crítico no sucesso dessas instituições em estudo. Apesar de se ter uma base teórica sólida de informação acerca do tema em estudo, é evidente que há necessidade de mais investigação e um estudo mais aprofundado para comprovação desses indicadores. - It is true that, in the current organizational literature, the critical factors are the capabilities of employees, internal and external relationships and no longer capital, natural resources or hand labor. Companies and public and private institutions in many countries are introducing Information and Communication Technologies in their services. This study is aimed to understand the extent to which technologies are critical success factors of these institutions. Understanding the role of technology in how the business model today is done, how far without technology there would be no success. Through interview and questionnaires the critical success factors were identified from the perspective of their managers and users, identifying possible loss of knowledge, effect on the image and, therefore, there were three interviews with three managers of non-governmental institutions of the Cape Verde state: Cape Verde National Press (INCV), Hospital Doctor Agostinho Neto (HAN) and the Directorate General of Cape Verde of Notaries Services. There are strong indicators that show that the technologies are having a critical role in the success of these institutions under study. While it has a solid theoretical background information about the topic under study, it is clear that there is need for more research and further study to prove these indicators.
