Abstract
SRHR indicators for adolescents and young people in Kenya remain poor. With the international communities promoting the provision of comprehensive sexuality education (CSE), national CSOs lobby and advocate for CSE and are designing and implementing interventions. To gain insight in perceptions of CSE, this study takes a poststructuralist approach and presents an in-depth study of key stakeholders: government stakeholders (Ministry of Education, Ministry of Health & Nairobi County Government), opposition groups and religious groups and the Catholic Church (hereafter: The Church), national CSOs in the SRHR sector and the media. The study builds upon the Globalization and Localization Theory and theoretical knowledge on sexuality education discourse. Stakeholders were studied by investigating knowledge, power, attitudes and opinions, resulting in a power analysis of the SRHR sector. Main research results indicate how CSE is hindered primarily through its clash with morals, norms and values in the country, resulting in a debate fuelled with cultural and religious convictions that conflict with CSE key topics and learning objectives. Furthermore, CSOs have a relatively weak power position compared to other stakeholders and adolescents and young people are largely excluded from decision-making processes. |
