Abstract
The crux of the research problem is to postulate a discourse that the anti-corruption mechanisms as stipulated in the Anti-Corruption Act (Act No. 8 of 2003) are not adequate enough to combat corruption. The main objective of the paper is to examine these mechanisms in order to support the above argument. The other objectives are to draw lessons from previous anti-corruption institutional and legal framework and other best practices. To strengthen the argument, literature review was done on the types of corruption, causes of corruption, effects of corruption and the key elements of a successful anti-corruption strategy. A planning, monitoring and evaluation model, developed for the World Conservation Union, was used to provide a theoretical framework for the implementation of the anti-corruption mechanisms in Namibia. The research findings that were arrived at support the research problem as postulated above, i. e. that these mechanisms are not adequate to combat corruption. The conclusions drawn from these findings are that although these mechanisms seem to be strong on the investigation of corruption and the protection of whistleblowers, for the most part, they seem to be thin on some key issues, like the level of seniority of the Director and powers to prosecute. The key recommendations of the paper are that firstly, there is a need to come up with a comprehensive anti corruption strategy that is underpinned by investigation, prevention, public education and institution building and secondly, that the anti-corruption programme should be implemented on the basis of the planning, monitoring and evaluation model referred to above and that the legislation process should be one of the activities of the programme - Windhoek - Namibia - University of Namibia - Master in Public Policy and Administration |
